GameMaker is a series of cross-platform game engines created by Mark Overmars in 1999 and developed by YoYo Games since 2007. The latest iteration of GameMaker released in 2022.
Created for both MacOS and Windows. Does it cost? Well, sort of. There are 4 levels of pricing. Free, Creator, Indie and Enterprise. There is also an Educational version you can apply for if you are educational institution. Then there is the Marketplace to purchase additional resources and such.
